На swift.org пишут "Swift is now open source!" - означает ли это, что в перспективе могут появиться инструменты на Microsoft Windows с поддержкой Swift?

Думаю не появятся, а заработают имеющиеся, судя по стремлению MS интегрировать линукс в винду.
Чисто виндовые возможно появятся, если кому-то станет интересно. Но ИМХО это будет жалкая херь, типа моно для .NET в линуксе.
